Elisabeth Werner,

Director Land Transport

Directorate-General for Mobility and Transport (DG MOVE), European Commission

Elisabeth was appointed Director for Land Transport (rail and road) in 2017. She joined the Commission in 1996, where she has held various posts dealing with budget, budget control and anti-fraud, including as Commission Spokesperson, Member of Cabinet and Head of Cabinet. She is a graduated economist from the University of Vienna and holds a postgraduate degree in EU affairs (Brugge).

François Davenne,

Director General

International Union of Railways (UIC)

François assumed the role of Director General of UIC in July 2019. His focus at the UIC is on improving the perception of the rail sector and on consolidating the position of the railways as the backbone of smart and decarbonised mobility.

François graduated from the Ecole Nationale Supérieure des Télécommunications in 1988, and from the Ecole Nationale d’Administration (ENA) in 1999. Having gained experience in international satellite telecommunications, he held various roles in the housing sector. He spent three years at the French Ministry of Transport, working on railway safety and regulation, and six years as Secretary General of OTIF, the Intergovernmental Organisation for International Carriage by Rail.

Wolfgang Küpper,

Intergovernmental Organisation for International Carriage by Rail (OTIF)

As Secretary General of OTIF, Wolfgang is pressing for the even swifter harmonisation of railway law, and strongly believes that making railways the foremost means of transport in the 21st century is our common aim in the context of the urgent social issues of climate change, urbanisation and demographic change.

Recently, as a Head of Division at the German Ministry of Transport, he was responsible for all aspects of railway policy at national, European and international levels and relations with the railway industry.

Wolfgang is a lawyer with more than 28 years’ professional experience, notably as a solicitor, then as a legal advisor in Deutsche Bundesbahn’s legal service and in the German Federal Government..

Céline Fornaro,

Managing Director, Head of European Industrials Equity Research

Céline joined UBS in 2016, and is Head of the European Industrials team, including Capital Goods and Aerospace and Defence. She is currently ranked #1 for Aerospace & Defence in the Institutional Investor Survey.  Prior to joining UBS, Céline spent 12 years at Bank of America Merrill Lynch, and has been ranked #1 in the Institutional Investor Survey several times since 2010.  Prior to BAML, Céline trained as an aeronautical engineer at the Ecole Nationale de L’Aviation Civile (ENAC) in Toulouse. She holds a Master’s in Science in Air Transport Management from Cranfield University.  After studying at university, Céline worked for Embraer in Commercial Aircraft Sales & Marketing (EMEA).

Carlo was appointed Executive Director of the Shift2Rail Joint Undertaking on 16 February 2016. He has held a number of other high-level positions, both in the private and the public sector, the last of which as the European Defence Agency’s Corporate Services Director. Carlo holds a Master’s degree in Business Economics.
